New NHS reforms announced today. Seems to be a story of two parts, plus a missing character. Quick thoughts (1/):

Part 1 of the story is a set of technical fixes wanted by NHS leaders to encourage collaboration in the health system. The direction here makes sense—and fits with what the NHS has been doing for ages. Competition is (mostly) out; collaboration is in: good (2/)

And the need for legal changes to tidy the mess left by Lansley’s 2012 Act has long been recognized. But... (3/)

The benefits of integration are often way overstated, and the risk of reorganizations underplayed. In its first 30 years, the NHS’s structure was relatively stable. But over the past 30, the NHS in England has been on an almost constant treadmill of reform and reorganization (4/)

Overall, evidence suggests that previous reorganizations have delivered little measurable benefit. They can also distract and disrupt, depending on how they’re done. The list of other things for the NHS to be doing during and after the pandemic is very long. So be cautious (5/)

A Quality Management metaphor leads us down elements of testing, predictability and reliability in that we aim to be effective at dealing with predicted threats which represent a finite configuration of what our industries expect. We aim for “maintaining process integrity inside

Of known design, training and procedural parameters” (Dekker) so I prepare for a number of scenarios, ways I can foresee and threat model for and (not just operationally, but also reqs gathering, testing, training,sdlc and even threat intel) increasing the robustness of my system

All well and good, but from Complexity science we know that “robust constraints tend to fail catastrophically when design conditions are exceeded” @snowded
But this is also a cautionary tale. If you don’t have the capacity to deal with expected adverse conditions,

You have no business thinking or prioritising adaptive capacity because the “knows” can get you down and keep you there.
So until you get to the point where your robustness is sound, this is the metaphor that is most appropriate and which can be argued for economically

EU views PMs letter accompanying his formal #Brexit extension request - saying that he doesn’t actually want an extension- as a gimmick aimed at a domestic audience. As far as EU law is concerned: a formal request from the UK prime minister, is a formal request full stop /1

EU leaders not rushing to make decisions. Instead they watch events in Westminster carefully. If their newly negotiated #Brexit deal is approved by the majority of MPs - as the PM promised them it would be - then possibly no extension will be needed OR /2

Only a short one maybe to allow for necessary legislation to be completed. If this is the case, EU leaders won’t think twice about granting this short extension. They may even approve it by writing rather than on person at an emergency #Brexit summit. Spoiler alert../3

EU leaders - who surprise, surprise already have a thing or two planned in their diaries over next couple of weeks - have zero appetite to return to Brussels again especially for #Brexit They have no desire to be involved in the drama playing out right now in the UK BUT /4

If MPs reject the deal, if there are plans for a general election or a referendum on the deal then a longer extension will be necessary. Here it is harder for EU leaders to come to immediate consensus so an emergency summit becomes likely /5

At the cafe where I'm writing the people next to me were disagreeing about the origins of Men in Black & I said "If you'd like, I could clear that up for you" & one responded: "I'm sorry, we do not need an old white male's mansplanation." So I apologized and that was that.

(And by the way - it's not like that was the first thing that was said; we'd actually exchanged small talk about various things over the course of their meal and my work.)

Okay, on the way out of the bathroom as they were leaving her friend apologized & said I just got them on a bad day for that, & I said no worries, no need to apologize & she said "Well regardless she shouldn't've used the word 'old' like that" & I literally laughed out loud

Not that it matters, when I said I'd never heard the world manspanation, which I thought was a good word, she said she was pretty sure her friend had said "explanation" and so it's possible I heard it incorrectly. (Does this matter? No. Should I get back to work? Yes.)

Doesn't really matter if bill passes at second reading. It's after that that the amendments are made, which would, under the govt's own insistence, derail it.

The govt attempt to portray a second reading vote as proof of support is a nonsense - illogical by virtue of its own position.

Labour pro-dealers saying they'd back second reading doesn't mean much, because that is the stage they need to pass for amendments to become possible.
