Hi, I'm Keith and I'll be live-tweeting today’s Tuesday, May 11, 2021, Cleveland City Utilities Committee ("UC") meeting starting at 11:30 AM for #CLEDocumenters
https://t.co/I5bRMQcZmc
The UC is chaired by Ward 16's Brian Kazy.
There are 5 additional members of the UC.
https://t.co/DWDdTY3MZP
https://t.co/4aceNPYf9w
Direct reward contract with Cleveland Water Alliance, estimated at
This is an option to renew an existing contract with Sourcelink and Kobra.
There is also an amendment that notifies Sourcelink has changed their name to Amsive OH.
https://t.co/oX9yghLPmM
It would grant the Department of Public Utilities to purchase fencing and like materials (see below) to install, repair, or maintain at existing facilities.
Marin Keane, "Yes,"
Emergency Ordinance 213-2021 has no questions and stands to be approved.
This authorizes Division of Water to purchase by one or more requirement contracts labor and materials necessary to repair, replace, maintain, exercise and test existing valves of various types and related services.
https://t.co/sl5pkrq7Ya
Marin Keane, "Yes"
Anticipated costs is 3.2 million for 2 years, sourced from Executive summary.
EO 230-2021 authorizes Commissioner of Purchases and Supplies to sell City-owned property, 5470 Lake Court, to SCN Services LLC for $12,000
EO 250-2021 would authorize various public departments to purchase requirement contracts to dispose of debris at landfills and recycle certain materials.
https://t.co/EB6EW48M3p
Chairman Ward 16 Councilmember's Brian Kazy, "Then they test it?"
Commissioner Keane, "As I understand it."
This amendment would allow the Division of Water to accept additional grant funds and to participate in a pilot project to replace lead service lines to qualifying facilities.
https://t.co/INhUATNwVE
"You have high concentrations of younger children and those are the ones perhaps most suspectable to issues with lead. There are about 450 lead daycares in the region that are tier 1, 2 and 3 that we estimate have lead lines.
"We are currently working with identifying and reaching out to them. We should probably be reading a month or so to be shovel ready and hitting the ground."
Commissioner Margevicius answers, "Technically, we have the right to replace the line on the city side but we are trying to be cooperative."
This would amend a previous ordinance to enter into one or more direct reward contracts with Itron Incorporated to provide automatic meter reading services. 2nd year contract ~1.3 million USD. Total 2 year, ~2.3 million USD.

https://t.co/yyd6MzJJ5z
EO 307-2021 would purchase by one or more contracts for Cisco SMARTnet services to provide support and maintenance of the Division of Water’s call center network hardware and equipment and other Cisco equipment.
https://t.co/o1Va6OIlUF
"CISCO Smartnet is our entire call center. ... It allows for proper queuing, maintenance, oversight, and is critical to moving our call center forward."
"Did the call center go remote during the pandemic?
This is for the Division of Water? How many people work at any given time?"
"At one time, at peak about 18 cell center reps worked remotely. ... We had to take some pretty dramatic steps to limit in response to the pandemic.
Yes, this is for the Division of Water...Today we are up to 54 [people in the call center].
This authorizes Director of Public Utilities to enter into one or more 1-year contracts with Youth Opportunities Unlimited.
https://t.co/s9dLDfQ0sW
"This is probably one of the best pieces that we hear every year."
"I wouldn't do it justice. Council is well aware of the Y.O.U program & the important partnership with DPU for the past 16 years putting our Cleveland youth public service in their neighborhoods. Commissioner Margevicius & Stephanie Bird deserve their bow
"Stephanie Bird is with me & has been with the program 16 years since its inception & has quite a passion for it. This program was scaled back a bit last year due to social distancing, but we still had a program. We painted a bunch of fire hydrants."
"I've had the pleasure of coordinating this program for the 16th year. I really enjoy being with our kids. We started in 2006 with kids painting fire hydrants."
"Unfortunately, last year due to the pandemic and a little bit this year we are sticking with outdoor activities. ... We had about 3 projects the kids worked in. I encourage the West Side councilmembers to invite your children."
"We painted fire hydrants in the Collinwood area. There were a number of gardens, Humphrey, Gilmore, & Worthington. Then we had Neighborhood Clean Up. Go to youtube to review TV20's reporting on Y.O.U."
"How many youth participate throughout the summer?
Mrs. Bird responds, "We had about 60 children for 4 weeks [due to the pandemic]."
Mrs. Bird, "As far as different projects, normally you'll be surprised at our projects. We've had classes at CSU, internships, engineers working with the youth. In a normal year, yes."
Check that out,

How can we use language supervision to learn better visual representations for robotics?
Introducing Voltron: Language-Driven Representation Learning for Robotics!
Paper: https://t.co/gIsRPtSjKz
Models: https://t.co/NOB3cpATYG
Evaluation: https://t.co/aOzQu95J8z
🧵👇(1 / 12)
Videos of humans performing everyday tasks (Something-Something-v2, Ego4D) offer a rich and diverse resource for learning representations for robotic manipulation.
Yet, an underused part of these datasets are the rich, natural language annotations accompanying each video. (2/12)
The Voltron framework offers a simple way to use language supervision to shape representation learning, building off of prior work in representations for robotics like MVP (https://t.co/Pb0mk9hb4i) and R3M (https://t.co/o2Fkc3fP0e).
The secret is *balance* (3/12)
Starting with a masked autoencoder over frames from these video clips, make a choice:
1) Condition on language and improve our ability to reconstruct the scene.
2) Generate language given the visual representation and improve our ability to describe what's happening. (4/12)
By trading off *conditioning* and *generation* we show that we can learn 1) better representations than prior methods, and 2) explicitly shape the balance of low and high-level features captured.
Why is the ability to shape this balance important? (5/12)
