Cybernetics is the science of psychopathy and it's been the de facto guide to all corporate government policy for many decades. Just a matter of accepting what the specific ends are (namely the steering of society to self-destruction) that's needed to comprehend what's happening.
The word cybernetics comes from the Greek κυβερνήτης (kybernētēs) meaning steersman, governor, pilot, or rudder and is defined as the study of control and communication in the animal and the machine. It has been the prevailing zeitgeist in all government policy since after WWII.
Like low-T borg, they're patient and relentless.
Reason the goals are openly stated is that they've found those goals are accepted through social experimentation and observing feedback (e.g. climate change, renewable, sustainable, etc.) All nebulous terms used as justification.
Because cybernetics is an ongoing feedback system, it has no conclusion. They just keep altering the parameters of the system as they achieve particular goals. It is not a system for assisting people to be self-sufficient, rather engineering people to be perpetually dependent.
It's a teleological exercise/process. It seeks a specific end but, doesn't have a specific path. This explains why so many wacky projects are begun without a clear rational path to achievement. Idea is that wanting it is enough. A practical way will be found, morality irrelevant.
