MHRA exceptional authorisation of Innova for asymptomatic individuals was issued on 22nd Dec.

This is a LIMITED approval, and the details of how and why it is LIMITED are important. It does not cover all current uses of INNOVA by

First, approved test is called the “NHS Test and Trace COVID-19 Self-Test kit” - the LFT test in it is the INNOVA test.

Second, the test manufacturer is stated as “Department of Health and Social Care”, and not Innova.

This determines who has the duty of care and safety.

MHRA confirmed details of the limited approval by email (their emphasis):

“ONLY allows for the test to be used to “find” positive cases.

MHRA HAVE NOT approved the test for use in a ‘test to enable’ scenario.”

MHRA continue:

“as stated on our webpage, people should not act on a negative result and should continue to follow their local guidelines.”

“Any other use of the kit is outside of MHRA’s remit and at the manufacturer’s own risk.”

This indicates that MHRA experts have reviewed the evidence, and decided, like many others (WHO, CMO, SAGE, Royal College of Pathologists and summarised here https://t.co/nJP8YxE3pD) that the inaccuracy in the test is too high for it to be approved as a “rule out” test.

However, @DHSCgov continues to use the test in “test to enable” scenarios – visiting in care homes, students safely travelling to and from University, school pupils remaining in class after being in exposed to a close contact, lorry drivers returning to France.

Any situation where people act because they have a negative result is a "test-to-enable" situation.

Given @MHRAgovuk has explicitly stated the test is not approved for this, the Government must now take notice (and not by tortous act/not act logic). Our health is at risk.

1) This pic published in the Daily Mail showing debris left after terrorist attack on US Capitol seems relatively unremarkable. But a man in Sweden noticed something: the red scarf at the top with the name of the northern Swedish city of Skellefteå. Then it got interesting.


2) The man contacted his local paper, pointing out the fact that there was a scarf from a northern Swedish city of just 70,000 in the debris of the attack. The paper published the story, with the headline: "What's a Skellefteå scarf doing inside of Congress?"


3) It turns out that, in 2017, the scarf had been offered as a Christmas gift from the city of Skellefteå to people who had moved away from the area. They were told go to a website and order one. A total of 934 people did so, and had received the scarf.


4) Now, natl Swedish media picked up story, wondering if a Swede had participated in the terrorist attack in Washington. Doing a search, the paper Dagens Nyheter found pictures of the man who was wearing the scarf. The first showed him trying to force his way into the Capitol.


5) After breaking through the barriers, the scarf man was later seen toward the front of the mob, waiving an American flag, and no longer wearing his baseball hat...but an official police helmet and visor. Skellefteå scarf still on.

The crisis in the NHS is overwhelming this week. It has reminded me of conversations I had with my late father on how to manage within the state sector. I think they're worth sharing.

My father worked for the nationalised electricity industry from the late 1940s to late 1980s. He spent much of that time as a fairly senior engineer. He was committed to what he did. He believed electricity supply was a human right. And he sought to delver it.

He left the industry and retired when he realised that privatisation challenged what the believed in. The priority was no longer supply. It was, instead, profit. He had a clear example of the difference this made. It was about emergency management.

In his day the state electricity boards ensured that they had all the capacity they needed to manage emergencies to keep supply going as well as possible, come what may. It meant there was excess capacity. But it wasn't wasted - maintenance and training was done instead.

Privatisation saw that excess as waste, and it went. It was assumed contracts could buy in support when needed. My father believed that was dangerous - because when demand was strongest the most inexperienced people would be put to work on the job.

So the Canadian government will soon be introducing legislation aimed at regulating platforms with respect to harmful speech, spearheaded by Heritage Minister Steven Guilbeault. I'm concerned b/c we haven't seen a lot of serious thought from the Gov on this. A thread:

Guilbeault has taken this on as part of a large digital regulatory agenda that also includes things like requiring Canadian content on streaming services, and potentially forcing intermediaries to pay for news (like Australia).

We don't know what form the legislation will take, but there's cause for concern that it's partially going to look a lot like the German NetzDG law, and require hate speech and other illegal speech to be taken down quickly. It will also include a new regulator to do...something

The concern comes from the PM's mandate letter to the Minister, which asked him to "create new regulations for social media platforms, starting with a requirement that all platforms remove illegal content, including hate speech, within 24 hours or face significant penalties."

I haven't seen anything to suggest Guilbeault has moved away from this. His office was quoted recently as saying "our approach will require online platforms to monitor and eliminate illegal content that appears on their platforms."

She went to Krishna and told about her vow to Narada. Krishna patiently listened to her and accepted the challenge. Satyabhama arranged to bring large scales to weigh and brought all her precious jewels.


Krishna patiently sat on one plate of the Scales (tula). Sathyabhama started piling up the gold, jewels on the other plate. She kept adding more and more wealth, but the pan with Krishna did not even budge. Even after keeping all her jewels the scale did not move a little

For technical founders it is irrationally, obscenely hard to reverse years of programming (ba dum bum) that sales is a value-destroying activity. Sales is CLEARLY a value-creating activity, contingent on you have a value-creating product.

The world will not drop what they are doing to adopt your work. This is particularly true in B2B, where simply building a better mousetrap won't overcome the activation energy required to get people with additional non-mice problems to prioritize changing mousetraps today.

This is very non-obvious for founders because founders are not often people who *want* to be sold to. We often come from a background where trying out tools is a bit of a fun hobby. We like looking at all the options, making charts, and ripping out partially complete tests.

"This week I unsuccessfully trialed four software options for automating that thing that has been killing us. Our actual production process remains the same as last week. Don't worry; this was a great use of time." is not a thing you want to write in a progress report to manager.
