(1) Providing recommendations for improvements to the City’s lead safe polices & procedures

(2) Reporting quarterly the progress & status of the certification & the coalitions lead efforts

(3) Completing an impact analysis of the lead certification program

LSFB approved their last meeting minutes via a motion from Wyonette Cheairs.

Scott Kroehle notes that LSFB has made plans on hosting previous minutes and other materials on three websites - Building and Housing, Councils, and Auditor's websites.

LSFB's will have a report ready by November 9 per Rob Fischer.

Dates are not finalized but Kroehle wants to make them publicly noticed as soon as possible.

Wyonette Cheairs commits to working with the @CityofCleveland to make sure Public Notice of future meetings is published.

Ward 3 Council member Kerry McCormack is present.

Director Allen reviews staffing updates. For one position, they have reduced the typing requirement to obtain applicants for positions. For another position, they have interviewed several candidates whom she has been impressed by.

A user named Alex Ferguson is trolling the board with pornographic graphics via screen sharing.

Another user name Jack Meehof has also engaged in trolling.

Some LSFB staff are perturbed.

Director Allen continues undisturbed by the interruptions. She sates, "The biggest issues we are facing is the staffing issues."

Dir Allen, "Another avenue concerning lead enforcement is communication. There may be a lack of awareness or understanding and are working on the communication piece. We finished a 6 page FAQ, which is pending review."

Dir Allen, "It will be hosted on our website that will be used as part of our communication outreach. ... We hear from a lot o folks who don't understand the lead and why they need to do this, why they need to have lead certification."

Dir Allen, "Yes, we are looking for more ways to enforce, to prosecute, and issue tickets. So, those are the things we at Building and Housing are doing to enforce compliance."

Scott Kroehle, "I have a question about contractors. The certification is something that seems a lot of contractors got but in practice did not abide to. Who is regulating and enforcing the ROP guidelines within contractors work?"

Dir Allen, "I have not heard that is building and housing. I have not heard that is within out jurisdiction. I can get back and review that."

Wyonette Cheairs, "ROP is an EPA certification, so that will be something for then."

Kroehle, "There is a culture of nominal compliance and with limited or no enforcement among small contractors, we are probably going to see the ongoing nominal compliance, essentially noncompliance."

Dir Allen, "We are open to ideas and suggestions for enforcement."

Rob Fischer reviews the Lead Safe Auditor's Report from Quarter Two.

Compliance deadlines for specific zip codes have started.

Data compiled concerning Rental Properties in Zone 1 and Zone 2.

Fischer describes the upward trend of Lead Safe Certification Applications.

Fischer, "What we are seeing so far is about 6 percent of rentals have applied for Lead Safe Certification. If you use a larger population database, it is about 2%. We have a long way to go. The last few months have shown us an encouraging trend."

Dir Allen, "Even as of today are numbers are approving. Our approvals in above 1054 units."

Some clarifications about whether it was applications or units. Appears there has been a general increase, but specifically units.

Fischer, "3 lead assessors of 41 did 40% of the inspections in the first 6 months."

Primary Conclusions

There are no questions about the Auditor's Report.

Kroehle seeks feedback on potentially having an individual on the ground who can assess and spot check actual developments be it with contractors practices or housing implements.

Dir Allen thinks this would have to be planned and someone with a particular skillset.

Wyonette Cheairs chimes in, "We have a survey concerning satisfaction of work but that is small subset of contractors in the free market."

Kroehle shares some concerns about the wide range of data coming from the program, experiences from someone who received a grant and had no PPE and a poor experience with the contractor, among other things.

Dir Allen, "How can we implement a quality insurance program?"

Kroehle, "Yes, I think that would be one component with that. I think it's worth noting that historically, certification approval does not mean compliance actually happens. We're swimming upstream."

Fischer, "We are getting ready to launch the auditor's page. After a summer of churn we are ready to advertise that and would like to cross advertise that with the coalition and the City. We want to make it independent of the city and provide resources and documents."

There is a question from Louise Jackson, "Does every approval result in work by a RRP certified contractor?"

Kroehle responds that the meeting is out of time but hopes someone will be able to email.

Cheairs chimes in and that we will be able to respond via email.
