I'll have to humbly disagree here. I think there are enough reasons to say he was a terrorist, eg.his anti-Hindu speeches.
If violence is the criteria then here are a few points

1)In April 1983, Punjab Police DIG AS Atwal was shot dead on the steps of Swarn Mandir

Atwal was returning after doing Darshan. For hours his body lied there, police could not dare to take it. At last Punjab CM Darbara Singh had to phone-call Bhinderawala & request him to let police take the body.Terrorists fired celebratory shots!
This shows his clout & terror

Bhindranwala called the killing "govt's work to malign Sikhs" (conspiracy theory like '26/11 RSS ki Sajish')

2) Six Hindus were taken out of a bus & shot (Oct 1983). Journalist Tavleen Singh questioned Bhinderwala he denied any involvement but also avoided condemning it.

3) AK 47, Kalashnikovs were being stored in Swarn Mandir, for what? Bhindranwala was living in Mandir's guest house Nanak Niwas all this while. He always had heavily armed people around him. Then he moved to proper Akal Takht. Head Granthi Kirpal Singh protested but in vain.

4) On Baisakhi of 1984 Bhindrwala's men chased a Sikh leader and shot him inside the Swarn Mandir, दौड़ा दौड़ा के गोलियाँ मारीं. Like DIG Atwal's killing this too happened in broad day light.

5) In fact, by this time the situation inside Swarn Mandir became so so messed up
